Phil Simons is a British national and Chartered Quantity Surveyor, Chartered Arbitrator and Construction law specialist having circa 40 years of professional experience in the roles of Chief Commercial Officer, Commercial director with leading Contractors in the United Kingdom and UAE. Phil has commenced his professional career with JAMES R KNOWLES & ASSOCIATES – Manchester, UK (Now Hill International) and had the responsibility to oversee the opening and development of the first London office at Covent Garden during circa 1980. He has been appointed by Clients to restructure commercial department which included recruiting, training and implementation of management procedures and policies. His vast expertise includes projects related to hospitals, airports, hotels and theme parks and has experience in traditional and negotiated procurement routes in securing large value prestigious contracts. Some of his prestigious projects include National Exhibition Centre, the Metropole Hotel in Birmingham, British Airways office development Heathrow / Manchester, the M53 Motorway construction and redevelopment of the British Leyland site in Birmingham.
Phil had his own private construction consultancy in the UK for about 16 years advising clients on cost control and contract administration functions and successfully completed several projects within the cost budgets.
Over the past 35 years, Phil has undertaken claim formulation, negotiation and settlement, arbitration and adjudication proceedings, attendance of court proceeding and production of appropriate paperwork.
He has been mentoring and training construction and quantity surveying professionals and was part time lecturer at Manchester University (formally UMIST). Phil Simons is the Managing director of our consultancy.
